How to apply for a Ukrainian tax identification number for a foreign national without visiting Ukraine
In many cases, foreign nationals and stateless persons need to obtain a tax identification number in Ukraine. A tax identification number is usually required to open a bank account, obtain a residence permit, register a business or obtain a work permit.

To obtain a tax identification number, a foreign national must apply to the State Tax Service in Ukraine. It is possible to apply for a tax identification number for foreigners in Ukraine via a power of attorney, in which case there is no need to travel to Ukraine and apply to the tax service in person. A step-by-step guide on how a foreign national can apply for an identification number remotely

1. Drawing up a notarised power of attorney for a representative in Ukraine.
A notarised power of attorney is mandatory. Without such a power of attorney, it is not possible to obtain a tax identification number in Ukraine, whether under a contract or a standard power of attorney. A legal assistance agreement with a solicitor is also not accepted for the purposes of obtaining a tax identification number.

A foreign national can draw up a power of attorney in two main ways:

1. Abroad, with any local notary. You must approach any notary abroad with a ready-drafted text of the power of attorney. A power of attorney certified by a notary must be apostilled. Without an apostille, a power of attorney is accepted only from certain countries (Moldova, Georgia, Uzbekistan, etc.). The original, completed power of attorney must be sent by post to Ukraine.

2. In Ukraine, at any notary’s office. If a foreign national is in Ukraine, they may approach any notary to have a power of attorney drawn up. There is no need to have such a power of attorney apostilled or translated; it is already ready for use.
2. Preparing the documents required to apply for a tax registration number.
To obtain an identification code, a foreign national must provide the following documents:

1. A scan of their foreign passport. The passport must be valid; if the holder has entered Ukraine, it must bear the relevant stamps from the State Border Guard Service of Ukraine.

2. If available: a temporary or permanent residence permit, a certificate of residence registration in Ukraine, or a visa.

All documents (notarised power of attorney, the foreign national’s passport) must be notarised translations into Ukrainian.

3. Submission of documents to the State Tax Service.
A person acting under a power of attorney must submit all the necessary documents to the tax authorities. Applications should be made to the following State Tax Service (STS) bodies:

- Foreign nationals and stateless persons must submit their documents exclusively to the regional offices of the State Tax Service (if they do not hold a residence permit);

- Foreign nationals and stateless persons who hold a temporary or permanent residence permit may register as taxpayers with the state tax inspectorates in the districts or towns corresponding to their place of residence in Ukraine, as specified in the permit.
4. Receiving the final identification code.
It takes up to 3 working days to issue an identification code for foreign nationals. Once ready, the document is printed out and issued at the same office where you submitted your application. An authorised representative may also collect the identification code on your behalf, provided they present the same documents that were used when submitting the application.
